At first this sounds a bit bland but it rewards things that you would usually not do, for example reading unique books rewards experience, finding nirnroots, exploring new locations, mixing new potions, just to name a few. You gain a certain amount of experience for a level and then distribute your skills and stats afterwards (which are weighted depending on your class specialties).
